
Digihakɛw aims to strengthen Mali’s legislative framework with the goal of combating disinformation and promoting an open, accessible and safe digital space for the exercise of the right to democratic participation. Its approaches: advocacy, education and dialogue.
Activities

Baseline study to analyse the challenges of freedom of expression and digital rights, and identify opportunities and obstacles to reforming the legal framework.

Strategic meetings with political decision-makers to present the current state of digital threats, propose recommendations for strengthening the protection of digital rights, and explore the possibilities for integrating cybersecurity and data protection principles into public policy.

Creation of a framework for Dialogue and Mobilisation, including panels, media campaigns and training to engage, raise awareness and influence key players.
Expected outcomes

Secondary and higher education curricula include modules on human rights and the responsible and secure use of digital technology.

An amended version of the law is adopted, including effective protection mechanisms, clear recognition of the role of defenders, and measures against impunity for violations against them.

Cybercrime law amended to guarantee freedom of expression online and strengthen the security of human rights defenders against cyberattacks and illegal surveillance
