Elena is a member of Congress elected to the Congress of the Republic of Guatemala for the 2024-2028 term. She has a Political Sciences degree from the Rafael Landivar University.
She has been involved in the scout movement for nearly twenty years and served as a student leader for the “Landivarianos” Movement during 2021-2022.
In 2022, she participated in the internal elections of the Movimiento Semilla Political Party in Guatemala to run as a candidate for deputy for Guatemala City. She secured a spot on the official list and, following the general elections on June 25, 2023, and was elected as a congress member for the 2024-2028 term. At 22 years old, she became the youngest woman ever democratically elected to the Congress of the Republic of Guatemala.
On Youth Political Participation

The WYDE Civic Engagement Network of Young Decision-Makers unites young leaders under 36 years old who are active in politics and decision-making roles, aiming to enhance youth political participation. Members, hailing from Africa, Asia, Latin America, and the Caribbean, will collaborate with peers and Club de Madrid Members to shape global agendas through Policy Labs, fostering informed collective action.
The WYDE Civic Engagement project is a component of the Women and Youth in Democracy Initiative (WYDE) by the European Commission.
